Historical and Biographical Note

Richard Frank Crabbs (1920- ) served as Dean of Faculties at the American University of Cairo from September 1966 until June 1973. A graduate of the University of Denver (1944) and a Fulbright scholar in India in 1953-54, Crabbs received a Ph.D in Political Science from Stanford University in 1961 (where he had known later AUC president Thomas A. Bartlett), and from 1955 to 1966 taught at Indiana University as a Lecturer and Assistant Professor of Government. In the 1960s his service on Indiana University's Committee on International Affairs involved seeking means of inter-institutional cooperation with The American University in Cairo. This brought Crabbs to the attention of the AUC's administration at the time it sought a leader for the university's academic program, and he accepted an offer to become Dean shortly before the Fall 1966 semester.

Among Crabb's important early tasks as Dean of Faculties was the coordination of faculty affairs during the absence of Americans and other foreign faculty members occasioned by Egypt's 1967 war with Israel. With the university's decision to continue to pay the salaries of foreign faculty evacuated from Cairo in early summer 1967, Crabbs worked from New York making arrangements to subcontract instructors to academic institutions in the United States and elsewhere. Crabbs, with several other non-Egyptian administrators and department chairmen, returned to AUC for the Fall 1967 semester to supervise the academic program offerings, taught that semester exclusively by Egyptian staff, and to plan for the return of foreign staff in Spring 1968.

During Crabbs' tenure as Dean AUC's enrollment grew steadily, from 587 to 916 undergraduates, and 254 to 466 graduate students between 1966-67 and 1972-73. Academic program offerings expanded as well. The university added one new department during this time, the Graduate Management Program (1966-67) to provide graduate training for mid-career professionals. New bachelor degree programs were created during this period, such as economics and political science, sometimes through the separation of what had formerly been components of joint majors. This process also occurred in the area of the sciences, despite Crabbs' misgivings about the rapid expansion of the program offerings (including engineering) of the science department.

A graduate program in journalism was offered in 1971, a product of cooperation with experts from Indiana University and the University of Wisconsin. Other university initiatives involved inter-institutional cooperation, notably the 1967 establishment of the Center for Arabic Study Abroad (CASA), jointly administered with the University of California at Berkeley and governed by a board of several leading U.S. universities. External funding played an important role in such program activities, from both United States Government agencies (the Department of Health, Education, and Welfare for CASA) and private foundations (the Ford Foundation, for AUC's English Language Institute). Another major initiative during Crabbs' term was the planning of a new university library. Upon his departure from AUC in 1973, Crabbs was succeeded by Cecil Byrd, a consultant on the project from Indiana University.

The Academic Affairs series contains material related to major areas of responsibility for Dean Crabbs , including curriculum , academic policies , and the administration of teaching activities (such as course scheduling). The documents contained in this series indicate Dean Crabbs' role in the operations of the Academic Board and its subordinate Undergraduate and Graduate committees, which possessed significant responsibility for academic policy development and execution. Series 2: Academic and Research Departments, Programs, and Units, 1965-1973 3 Linear Feet (6.25 Boxes)
Series 2 is organized alphabetically by department or unit, and files typically contain correspondence between Dean Crabbs and the department chair regarding course scheduling , teaching loads , and faculty recruiting and hiring, as well as listings of department-sponsored events. Many departmental files contain proposals for new programs, like an American Studies proposal by the Department of English and Comparative Literature, or a May 1968memorandum by the chairman of the Department of Sociology and Anthropology suggesting the establishment of a program in Egyptology . The Graduate Management Program 's emergence, and support provided by the Ford Foundation, is described in this series, as is the start of the Center for Arabic Study Abroad (CASA). The files for CASA's parent bodies, the Department of Arabic Studies and Center for Arabic Studies, includes material on their organizational structure (an October 1972 report), the K.A.C. Creswell library and the Max Debbane book collection , and the publication of an Arabic dictionary. Ford Foundation and USAID support for language training and testing in Egypt, Jordan and elsewhere in the Middle East is documented in the files of the English Language Institute (for example, by a May 1970 report by a visiting Ford Foundation program officer).
The Department of Materials Engineering and Physical Sciences' files are the most extensive in this series, documenting the expansion of the Department of Physical Sciences into a unit encompassing engineering activities (reflected in a change in name in April 1970), and offering more specialized degree programs, such as majors in the individual sciences. These materials describe the development of the department's Solid State Materials Research Center, as well as related conferences and research projects supported by U.S. government funding (including a U.S. Air Force contract). Solid State research conducted for Egyptian industrial firms is described in a series of March 1969memoranda by department chairman Adli Bishay . Correspondence, such as a November 1970 memorandum to Bishay and a February 1971 memorandum to President Thoron , indicates Dean Crabbs ' concern about the department's mission, structure, and the expansion of its activities. A related topic is the 1972 visit by a science and engineering review team. Program content is discussed in the files as well, in proposals for new majors and December 1969 memoranda on mathematics requirements , as well as a December 7, 1970 memorandum on the potential for teaching " new mathematics " at AUC. The files for the Division of Public Service detail its program offerings , including listings of public events, reports on programs like that in secretarial studies (such as a November 1971 consultant's evaluation), and proposals for new class 2000 es in subjects like computers (1971-1972). Described also are the division's English language program (of note is a 1972memoranda on English language training and emigration), and the development of a summer seminar program on Egypt for American university and high school teachers. Reports and meeting minutes associated with the university administrative committee overseeing the division document its activities and operations, and a May 1973 report from director Osman Farrag outlines its functions, organization and structure.
Documentation for AUC's Social Research Center contains reports, correspondence, and lists of publications documenting projects undertaken by the center in the late 1960s and early 1970s, including research on Egyptian population issues and about Nubia. Financial support for such studies by the Ford Foundation and by United States Government agencies like USAID and the Department of Health, Education, and Welfare is detailed here. The Administration series consists of correspondence between Dean Crabbs and other AUC administrative offices, ranging from the President to the Business Manager and the Director of External Relations 2000 . The documentation within this series reveals the administrative and governance structure of AUC , with files on committees , the University Council , the New York Office, and topics such as university By-Laws . Of particular significance is the correspondence (1972-1973) from Crabbs to President Christopher Thoron (there is no correspondence present in this series between Crabbs and the previous president, Thomas A. Bartlett ). This file contains memoranda from Crabbs on individual departments and units (including several comprehensive status reports), handling topics such as the Dean's views on the growth of AUC science units like the Solid State and Materials Research Center, the development of management programs , and a proposed new relationship between the university and its Social Research Center. Collaborative initiatives with American academic institutions (notably the Center for Arabic Study Abroad) and management and English language training for Egyptian and Jordanian government agencies are documented as well. Series 7: Personnel, Faculty, and Staff (Current and Former), 1966-1973 0.75 Linear Feet (1.5 Boxes)
This series documents Dean Crabbs ' role in the recruitment and hiring of faculty members; a February 1973memorandum describes current and past practices. These files include material on the Distinguishing Visiting Professors program, whereby academic departments invited 2000 prominent scholars or other accomplished individuals to lecture for a limited period of time. Among the DVP's who taught at AUC during this period were Albert Hourani , William Styron , John Updike , Bayly Winder , and William Zartman .
Notable initiatives documented in this series include the development of a freshman year tutorial program for incoming first year students and attempts to receive accreditation from organizations based in the United States. Faculty research at AUC is reflected primarily in a file on the establishment and activities of a university Research Committee (1970-1972). The series also contains a file on events such as lectures and seminars held at AUC during this period, and the ceremonial aspects of university life are revealed through material on commencement and honors assemblies .
The development of policies on faculty salaries and benefits like home leave, medical care, and housing (reflected in the policy document "Personnel Policies and Procedures") represent prominent topics in this series. Promotion and tenure issues (see a March 1973memorandum on the subjects from Crabbs to President Christopher Thoron ), as well as academic benefits like leaves and conference and research grants, are also handled on the level of both policy and individual cases. The documentation on research and travel grants contains information on support from the Ford Foundation, including a program to improve training for instructors from Egyptian national universities working temporarily at AUC.
